Electric utilities have spent the better part of a decade hardening substations against copper theft. A piece published on July 29, 2026 in the Security Industry Association’s Utility Brief argues that a different asset has been in plain sight the whole time: the fuel stored in service yards, fleet areas and emergency response facilities.

The article, written by John McClean of Util-Assist and a member of SIA’s Utilities Advisory Board, makes the case that fuel theft should no longer be treated as an occasional nuisance or an isolated property crime. It is showing up more often in incident reports, local news coverage and police updates, most visibly at gas stations, trucking terminals, construction sites, municipal yards and contractor depots. The point is that the conditions making those sites attractive are present at utility properties too: stored fuel, high value fleet assets, predictable after hours access patterns and large outdoor sites that are difficult to watch continuously.

The piece also describes a shift in method. Rather than someone siphoning a few gallons from a parked truck, recent cases across several sectors have involved modified vehicles with concealed tanks, high flow pumps, cloned cards, skimmers and coordinated overnight activity. When a tank or dispenser gets damaged, the repair bill, environmental response and lost operating time can run well past the value of the fuel.

Fuel is a hard asset to protect after the fact. Once it leaves a tank it can be burned, transferred or sold informally with little chance of recovery, which pushes the problem toward prevention rather than investigation.

This is where most utility yards have a gap. The perimeter fence is there. Cameras are usually there too. What is often missing is anything that generates an alert at the moment the fence line is crossed.

Cameras verify. They confirm what someone is doing, how many people are involved and whether the situation warrants a call to law enforcement. That verification is exactly what a utility needs when it escalates. But a camera’s usefulness in the moment depends on someone looking at the right feed at the right time, and camera analytics depend on line of sight, lighting, weather, distance, placement, maintenance and tuning. A yard with plenty of cameras and nobody watching at two in the morning produces a good recording and not much else.

Perimeter sensors fill the other half of that equation. They provide the initial physical layer alert, then hand the operator a specific place to look.

Waar het om gaat

Copper theft taught the utility sector that the value of the material taken is usually the smallest part of the loss. Fuel looks like it is following a similar path. The sites are predictable, the overnight window is wide, and the cost of an empty tank shows up on the morning crews are needed most.
