On Saturday, September 19, a patrol at a Strategic Fuel Fund site in Plattekloof, Cape Town, ended in a chase and six arrests. By the time the patrol saw anything, the fence around the site had been opened in two places and copper cable was already in bags.

According to Western Cape Hawks spokesperson Lieutenant Colonel Siyabulela Vukubi, internal security staff and Metro Police officers were patrolling the Strategic Fuel Fund National Key Point at the corner of Plattekloof and Tygervalley roads when they saw six men carrying bags. The men threw the bags down and ran. After a chase, all six, aged 28 to 47, were arrested.
The bags held copper cable valued at R110,000. Investigators then identified two entry points where the men allegedly got onto the premises through a hole in the fence. The Hawks estimate the damage to the site at R60,000, and their Crimes Against the State unit is investigating. The six were due in the Parow Magistrates’ Court on Monday, September 21.

The arrests came from a patrol that was in the right place as the men were leaving. The order of events shows where the site’s knowledge began: at the sight of the bags, after the fence had been opened twice, after the men had reached the cable and after the cable had been cut and packed.
Police have not said when or how the two holes were made, or what detection the site had on its fence. The public account shows only that the breach came to light at the end of the event. A patrol sees the stretch of fence it is standing next to. On a long perimeter, most of the fence line goes unwatched for most of the night, and a crew that knows the patrol’s timing can work between rounds.
Cameras show an operator how many people are at the fence and what they are carrying. Camera analytics can flag movement too, but they depend on line of sight, lighting, distance, weather and tuning, and a long fence needs many cameras to see all of it.
How RaySense Addresses This
RaySense is a distributed acoustic sensing system that uses standard single-mode fiber, mounted on the fence fabric, as the sensor. The processor sends laser pulses down the fiber and reads vibration along its full length. Its AI engine separates cutting, climbing and lifting from wind, rain and traffic, and reports each alarm with a location, with detection points every 3 m (10 ft) along the cable.
At Plattekloof, fiber on the fence would place both entry points inside monitored zones. Making a hole in a fence means cutting or forcing the fabric, which is the vibration RaySense is built to classify. The first alarm would fire while the first hole was being made, pointing to that section of fence. The second entry point sits in its own stretch of cable and reports its own location. Through a VMS or Vidalert, each alarm can call up the nearest camera, so the operator sees the crew and sends the patrol straight to that point before anyone reaches the cable.
Fuel sites have one more reason to consider fiber. The sensing cable carries only light, so there is no power or electronics along the fence, and the processing unit sits indoors. That is why RBtec uses passive fiber on oil, gas and petrochemical sites, where parts of the perimeter can restrict powered equipment.
Fence-mounted RaySense detects activity on the fence; it does not detect a person standing near the fence without touching it. If a hole had been left open from an earlier night, the alarm would have come on that earlier night, and the unrepaired hole would be a maintenance gap. Open ground inside the fence needs its own buried or volumetric layer, and zones are commissioned for the fence type and local weather.
